On September 1, 1923, the Great Kanto Earthquake devastated Tokyo and the port city of Yokohama, igniting massive firestorms and destroying shore infrastructure. As news spread, international naval vessels, commercial liners, and steamships raced toward Yokohama harbor to evacuate tens of thousands of desperate survivors. However, an acute logistics failure crippled the rescue effort almost immediately upon arrival: the port had completely run out of bunker coal.
The earthquake's initial shocks and subsequent fires destroyed Yokohama's primary coaling piers, submerged coal barges, and ignited onshore fuel reserves. Steamships of the era relied heavily on high-grade coal to power their boilers and run freshwater condensation machinery. As ships loaded thousands of refugees, their engines consumed coal at alarming rates just remaining idle and generating power.
Without local refueling options, incoming rescue vessels faced a perilous dilemma. Captains had to calculate whether they possessed enough fuel to return to port in Kobe or Shanghai while overloaded with passengers. Several ships were forced to anchor helplessly in the bay, unable to transport refugees or operate their onboard water distillers.
The relief operation was only rescued days later when the British and U. S. navies organized emergency coal shuttles from naval depots in China and southern Japan, alongside coal-rationing protocols enforced by harbor masters.
